People talk about criminal justice reform left and right today (yes, pun was intended). It's true that today's penal system is better suited for the high crime wave of decades ago, but that time period is over and violent crime is down big since the turbulent late 20th century. The focus of CJ reform is often drug laws, mandatory sentencing, etc.
One topic that hasn't been talked about too much, save for Judge Christina Argyres the other week, is a subject that causes a world of trauma to the victim, creates an atmosphere of violence and terror in the institutions, and empowers gangs (which often have tentacles inside and outside the prisons) with an evil bargaining chip for "protection." That is prison rape and sexual assault.
